DESIGN
- What are the options?
- How long will it take to deliver the scheme when will it be completed?
- Short term can we use larger boulders in areas like Sovereign Harbour mouth to reduce the erosion of the smaller shingle - not talking of masses of boulders, just extending and perhaps in front of the Martello towers?
- What impact does the shingle recycling (preventing longshore drift out of the Pevensey area) have on the down drift areas - e.g., Bexhill, Hastings?
- Would the current approach of beach re-shaping, which seems to work very well, be sufficient to protect against a 1m sea level rise?
- How will any options be evaluated and decided upon?
- Will a public exhibition centre about the scheme be built? If so, when? Most development proposals are accompanied by a public exhibition explaining the scheme and why it is needed.
- Is the focus just the seafront - is there any intention to involve managed retreat into the levels?
- It seems to me that some of the possible proposals will be somewhat experimental. Does that increase the risk that the scheme may not give the necessary protection from the sea?
- You mentioned that breaches could occur and cause flooding if no defence increase took place, is this during storms or would it happen without a storm and just the rise in the sea level?
- The initial stages of the project have very ambitious timescales e.g., option/solution development over next 6-7 months. How realistic is this?
- There are several PhD research projects underway - will they deliver in time to influence the options?
- How will the scheme change the seafront?
- Why is it not looked at as a single frontage from Eastbourne to Hastings?
-
ENGAGEMENT
- How can I find out about the scheme and inform it?
- How will you keep local people informed?
- Can you include local leisure groups such as fishermen clubs, sailing clubs, angling clubs, canoeing club etc. into the engagement?
- A clear indication that the new "protection" works will be a reduction of House insurance costs and the removal of the protected areas from maps showing "at risk"" of flooding that are published by EA. Are you engaging the insurance companies?
- Is there anything I can do?
- What happens next?
-
ENVIRONMENTAL
- How will the Environment Agency encourage biodiversity in the area?
- Is beach management dependent on dredging? If so, what studies have been done re: affect on bio-diversity?
- Is the scope of the scheme purely coastal defence or does it give consideration to implications of climate change and flooding from the rear? Flooding of the salt haven behind the Environment Agency depot for example.
- Are there plans to record the emissions generated in the projects? And if so, who will take responsibility for offsetting these emissions?
- Will the Biodiversity Net Gain ambitions of the project be delivered within its footprint or strategically offsite?
- What will the impact be on the Marine Conservation Zone?
- How will climate change be affecting the project and how are you factoring that in?
-
FUNDING
- How will the scheme be paid for?
- Have Wealden District Council and Rother District Council committed any funding?
- The £100m is for upfront costs and ongoing costs. This will not be enough to do everything you want. What kind of things will you prioritise?
- Is this project, and the approx. £100m estimate, based on being a large 'capital' project to upgrade the frontage, or is it a 100 year management plan?
-
HERITAGE
- What preliminary work you have done about impact to both the coastal heritage assets and setting impact to those just inland.
- ESCC provided Historic Environment Record data to JBA Consulting for a 5km stretch between Eastbourne and Pevensey Bay, but this doesn't appear to take in full extent of the scheme. Is there a reason for this?
- Is the Marine Management Organisation involved?
- My concern is that some parts of the current promenade desperately need repair and renovation at present - not least the bandstand which is visibly deteriorating. Given that such unique features need protecting, will the necessary work go ahead now?
-
PEVENSEY BAY
- Are there properties at risk of Compulsory Purchase Orders?
- As a Pevensey Bay homeowner, I’m concerned about the likely impact of Environment Agency plans on the community homes and on the currently unspoiled beach environment. What sort of options are in your thoughts for Pevensey Bay?
- It's often said that if Pevensey Bay is breached, the sea could flood in all the way to Hailsham. Is that really true or just a wildly circulated mistruth?
-
POLICY & PLANNING
- Does this project need any changes to legislation to go ahead ? e.g. Cycle lanes etc would need changes to existing Acts - not local By-Laws. So could delays in Parliament delay the project time scales?
- When you say sea level change by eg 1m, is that as “simple” as 1m higher at low tide and high tide?
- In which local authority area will the carbon emissions releases during the construction of the sea wall be counted? Will the carbon debt be spread across Eastbourne, Wealden and Rother, or focused in one area?
- What is the maximum increased height of storm surges anticipated during the lifetime of the scheme?
- Is there an opportunity to deliver a decent seafront cycleway along with pedestrian area, viewing and picnic points with accessible beaches?
- is this scheme interacting with the emerging Eastbourne Local Plan process?
- Will you update the sea level stats with the latest IPCC and science-based targets?
-
PROJECT OVERVIEW
- What is the Environment Agency’s role?
- What is Eastbourne Borough Council’s role?
- Why is the management of the defences changing?
- Why now?
- What is a flood defence scheme?
- Which partners are involved?
- Who owns the land?
- What are the wider benefits?
- When will work be likely to start?
- Will you cover impact of flooding due to bad drainage and sewerage?
- What do you mean by likelihood of flooding?
-
SOVEREIGN HARBOUR
- Will Sovereign Harbour residents still be expected to contribute annually to the sea defence cost as they are legally required to now by a rent charge?
- You have mentioned that some of Pevensey Bay shore-front properties are built on top of the shingle flood defences. Is this true for Sovereign Harbour beachfront properties too?
